A OneDrive placeholder is not a verified offline video copy
Check OneDrive’s file availability state before treating a visible Windows video as an offline copy. Files On-Demand can show an object whose bytes are still online. Obtain local availability using supported OneDrive controls, then test the actual saved file separately from its name in Explorer.

Understand what Explorer is showing
A browser may save to a folder that participates in syncing, or a user may move a completed download into OneDrive later. The resulting listing can look like any other file in Explorer, yet its availability state matters. The downloader cannot control whether OneDrive later keeps or retrieves local bytes.
Microsoft describes online-only files and an Always keep on this device option. Those storage choices concern OneDrive, not the source platform or the service token. A visible filename can remain useful for locating an object without proving that the entire media file is already retained on the current computer.
Verify a copy for offline use
Allow the chosen OneDrive retention or retrieval operation to finish, and check the file in the location you intend to use. Confirm the size and playback through the end. If you need an independent archive, copy the verified media into another appropriate destination and inspect that copy as well.
Do not confuse a OneDrive availability problem with a browser download failure. The browser’s completed entry can identify the original saved location, while the synced item may subsequently change local availability. Keep the source context and selected output filename so several versions do not become indistinguishable.
Troubleshoot without disabling protections
If retrieval fails, read the storage provider’s error and check connectivity or destination access. If the bytes are local but audio or video will not play, investigate codec/container support instead. Asking the downloader to regenerate the same file does not supply a missing local decoder.
Do not change system permissions broadly or disable security features merely because a placeholder will not open. Use a writable folder you control for a comparison copy when permitted. A temporary service link is not a replacement for a retained backup; if it has expired and no complete file exists, return to an authorized public source for a fresh preparation.
Worked example
Explorer lists review-720p.mp4 in OneDrive, but its status indicates online-only storage. While disconnected, the player cannot read it. Use supported local-retention controls, wait for completion and test again. This diagnosis is different from finding a zero-byte original in Downloads: one concerns cloud availability, the other an incomplete transfer.
